Elandor is a member of Elarisel’s Hill Council. Selyna identifies him as a councillor who has resisted the faction she fears and believes he would protect her if he knew what she had uncovered. Her knowledge of his private record system gives her a way to leave evidence beyond the public archive.[3]
Selyna’s council connection[3]
Elandor is known to the company chiefly through Selyna’s account. She believes he would protect her if he knew what she had uncovered; at that point, he has not been informed. Her connection is also practical and professional: she spent two years cataloguing his private record niches. That work gives her knowledge of his correspondence arrangements, beyond the public archive.

Evidence left behind[3]
Before departing, Selyna leaves two packets under Elandor’s private seal: copied request logs, missing index references, and an account of the descent. She withholds the lattice itself, its exact chamber, and the civic phrases. The company later marks a route-stone with his private council cipher so his patrols can find a Shroud prisoner.
